Plain Text Advisory was founded on a simple observation: the systems that shape public life are not inherently difficult to understand; they are frequently made opaque. The platform exists to change that. Plain Text Advisory is an intellectual and advisory platform focused on government operations, urban policy, and institutional analysis. We write, research, and work alongside institutions that want to understand how public systems function in practice.
Plain Text Advisory was founded by Melanie Hardy, a government operations professional and doctoral student in public policy at UMBC, where her research focuses on redevelopment, public systems, and neighborhood change in Baltimore.
The platform grew out of a longstanding interest in the relationship between policy, institutions, and everyday urban life, particularly the gap between how cities are discussed, how systems actually operate, and how people experience redevelopment on the ground.
Plain Text Advisory is a space for field notes, essays, and public-facing analysis exploring those intersections.
